Offshore Casinos 2026: Licences, Risks and Reviewed Sites
An offshore casino is an online casino licensed and run outside the country where you play. For US players, that usually means a casino licensed in Curaçao, Anjouan or Panama, or one that publishes no licence at all.
Offshore casinos accept players from many US states where no local online casino exists. The trade-off is protection. As of November 2026, no US federal or state regulator supervises these sites, so a payment dispute goes to the foreign licensing body, if there is one, or nowhere.
This page explains the licences offshore casinos hold, what the legal picture looks like for US players, and how to pick a safer site. Every casino named here has a full review on PeakyCasino, with the licence, withdrawal caps and payout times taken from that review and checked against each casino’s official pages in November 2026.
PeakyCasino may earn a commission when you sign up through links on this page. It does not change what the reviews say about licences or risk.

What is an offshore casino?
An offshore casino is a gambling site whose licence and operating company sit in another jurisdiction, such as Curaçao or Panama, while it accepts players from countries like the US. It follows the rules of its licensing body, not the rules of the player’s state.
Three entities shape every offshore casino:
- The operator: the company that runs the site, for example Deckmedia N.V. for Red Stag or Halcyon Super Holdings B.V. for Cloudbet.
- The licensing body: the authority that issued the licence, if any. It sets the fair-play and anti-money-laundering rules and handles complaints.
- The payment chain: the processors and crypto rails that move money between you and the operator.
A US state-licensed casino has all three inside the US. An offshore casino has none of them there.
Which licences do offshore casinos hold?
Curaçao and Anjouan are the most common offshore licences in our reviews, followed by Panama. Several US-facing casinos publish no licence number at all. The table groups our reviewed casinos by licence as of November 2026.
| Licence | Reviewed casinos | What it means |
|---|---|---|
| Curaçao | Red Stag, Cloudbet, Jozz, OhMyZino, 1win, 1xBet, National Casino | The Curaçao Gaming Authority issues licences under the framework that replaced the old sub-licence system in 2024. Licence numbers can be checked on its register. |
| Anjouan | Bovada, CryptoReels, Casinia, Dreams | A licence from the Comoros island of Anjouan. It requires fair-play and anti-money-laundering standards but offers less player recourse than an EU regulator. |
| Panama | Wild Casino | Panama Gaming Commission licence; our review rates it a tier-three regulator with limited recourse. |
| Costa Rica badge | DuckyLuck, SlotsandCasino | Costa Rica does not issue traditional gaming licences. The footer badge is not a regulator licence, and neither site shows a licence number. |
| No licence published | Las Vegas USA, Drake, Cool Cat, Fortune Clock, Loki | No regulator to complain to. Casino Guru records Las Vegas USA as having no gambling licence, and Loki’s current terms name only a Costa Rica company, with no Curaçao licence. |
Two of our reviewed casinos hold an EU licence instead: Spinia and Betstro are licensed by the Malta Gaming Authority and both block US players.
A licence can change. Bovada moved from a Curaçao licence to Anjouan, CryptoReels is on its third operator since 2019, and Red Stag lost its Casinomeister accreditation in 2025 over licence transparency. Each review records the current status.
Are offshore casinos legal for US players?
There is no single yes or no as of November 2026. Offshore casinos are not licensed by any US state, gambling law is set state by state, and the rules that apply to you depend on where you live.
Federal law, mainly the Unlawful Internet Gambling Enforcement Act of 2006, targets businesses that process payments for unlawful online gambling rather than individual players. State laws differ widely. A few states license their own online casinos, most have no online casino licensing at all, and a few have laws that address online gambling by players directly.
That is why we do not call offshore casinos legal or illegal across the board. Check your state’s law before you play. Our guide to online gambling laws summarises the state picture.
Gambling winnings are generally taxable income in the US, wherever the casino is based. Keep records of deposits and withdrawals and ask a tax professional how they apply to you.
What risks do US players take at offshore casinos?
The main risk is that no US body can force an offshore casino to pay you. Every other risk on this list follows from that.
- Limited recourse: a complaint goes to the foreign licensing body, if one exists, and enforcement is weaker than at a US or EU regulator.
- Withdrawal caps: $2,500 a week is common among our US-facing reviews, so a $10,000 win takes at least four weeks to withdraw.
- Verification delays: KYC checks usually start at the first withdrawal. In our DuckyLuck test, approval alone took 3 business days.
- Payment declines: US card issuers frequently decline offshore casino deposits, our DuckyLuck review notes, which is why crypto is the reliable route.
- Bonus cashout caps: some welcome offers limit what you can withdraw from bonus play, such as 10 times your deposit at DuckyLuck.
- Ownership changes: an operator change can bring new terms or a new licence, as with CryptoReels and Bovada.
How do deposits and withdrawals work at offshore casinos?
Crypto carries most of the money at US-facing offshore casinos, in both directions. Cards usually work for deposits only, and bank wires and paper checks are the slow fallback for withdrawals.
- Crypto: Bitcoin, Litecoin, Ethereum and Tether appear in most US-facing cashiers we reviewed, and crypto is the fastest or joint-fastest withdrawal route at most of them.
- Cards: DuckyLuck and Bovada accept Visa and Mastercard for deposits but not for withdrawals.
- Peer-to-peer: Bovada’s MatchPay matches deposits and withdrawals through PayPal, Venmo, Zelle and Cash App via player-to-player transfers.
- Wire and check: listed at 10 to 15 business days at Bovada, while Las Vegas USA now lists 2 business days of processing for checks and wires (as of November 2026).
Our guide to fast payout casinos ranks the cashiers by speed.
Which offshore casinos accept US players?
Nine of our reviewed offshore casinos accept players from US states according to their reviews. Drake accepts US players, but its welcome offer is not valid for US residents. Dreams and CryptoReels say they take players from US states without local regulation. The table reflects each cashier as of November 2026.
| Casino | Licence | Fastest withdrawal | Withdrawal cap |
|---|---|---|---|
| Bovada | Anjouan | Crypto, about 24 hours for approval, then up to 1 hour for most coins | Per coin, $2,500 to $180,000 a week |
| Wild Casino | Panama | Crypto, within 24 hours | No limit for BTC, ETH, USDT and USDC; $10,000 to $50,000 for other coins |
| Red Stag | Curaçao | Bitcoin, within 48 business hours after KYC | $2,500 a week |
| CryptoReels | Anjouan | Crypto, 24 to 48 business hours after KYC | $5,001 a week |
| DuckyLuck | None (Costa Rica badge) | Crypto, 8 days in our test | $2,500 a week |
| SlotsandCasino | None (Costa Rica badge) | Crypto, 5 business days for standard members | $2,500 a week |
| Las Vegas USA | None published | Bitcoin, 2 business days processing | $500 to $5,000 a day by tier |
| Dreams Casino | Anjouan | Coindraw, 0 to 7 days after a 7 to 10 business day review | $2,500 a week, $10,000 a month |
| Drake Casino | None published | Crypto, 1 to 3 business days | $3,500 a week, $10,000 a month |
Cloudbet, Jozz and National Casino are offshore too, but they block US players. Our list of real money online casinos compares payouts at all of them.
How do you choose a safer offshore casino?
Choose the casino with a verifiable licence, a published withdrawal cap you can live with, and a long record of paying. Then test the cashier with a small amount before you deposit more.
- Find the licence number in the site footer and check it on the regulator’s register. No number is a warning sign.
- Read the withdrawal cap and the fastest method’s listed time in the cashier terms.
- Check the KYC rules and whether the casino wants documents before or after a withdrawal request.
- Look up complaint records and how the operator answered them. Our reviews summarise these.
- Read the bonus terms for a maximum cashout before you accept any offer.
- Make a small deposit, request a small withdrawal, and time it.
Crypto is the most reliable payment route at US-facing offshore casinos. Our guide to crypto casinos covers wallets and network fees.
What can you do if an offshore casino won’t pay?
Escalate in writing, step by step, and keep every record. Your options narrow fast without a US regulator, so start early.
- Contact support by live chat and email, and ask for the exact reason and the term it relies on.
- Send a formal written complaint and keep screenshots of your balance, bets and messages.
- Complain to the licensing body if the casino has one; Curaçao and Anjouan both run complaint processes.
- File the case with an independent complaint site and publish the timeline.
We move casinos with unpaid winnings or rigged terms to our list of blacklisted casinos to avoid. Check it before you sign up anywhere.
Offshore, state-licensed or sweepstakes: which model fits you?
Your state decides most of this. Where state-licensed online casinos exist, they offer the strongest protection; elsewhere, players choose between offshore real-money casinos and sweepstakes casinos.
| Model | Who regulates it | Money you play with | Main trade-off |
|---|---|---|---|
| State-licensed casino | Your state regulator | Real money | Available in only a few states |
| Offshore casino | Foreign licensing body, or none | Real money, mostly crypto | Limited recourse if a payout fails |
| Sweepstakes casino | US promotional sweepstakes law | Gold Coins and Sweeps Coins | Prize redemption rules; some states restricted |
If you prefer the sweepstakes model, see our list of best sweepstakes casinos.
