November Marks Highest-Ever Gambling Revenue for Pennsylvania

In November 2025, the state’s total gambling revenue reached $623.1 million, presenting a 10.8% year-over-year increase and breaking the previous record of $601.8 million set earlier this year.

This marks the strongest single month since gambling was legalized in Pennsylvania, underscoring the state’s expanding and diversified gaming market. The performance was driven by iGaming and sports betting, both of which have consistently delivered double-digit growth throughout 2025.

Analysts say Pennsylvania’s upward trajectory results from a combination of factors, including increased online player engagement, a competitive landscape among leading operators, and a surge in sports wagering during the NFL and college football seasons.

iGaming and Sports Betting Drive the State’s Record Surge

At the core of Pennsylvania’s record-setting month lies the iGaming segment, which generated an unprecedented $242.7 million in November 2025—a 21.1% jump from the same month last year.

Online slots once again proved to be the largest revenue driver, witnessing a 24.7% increase and contributing $185.4 million to the total iGaming earnings. Online table games also maintained a steady growth ($55.1 million), while interactive poker added a modest but consistent share ($2.3 million).

Meanwhile, the sports betting industry experienced its own historic surge, generating $98.3 million in revenue, up 27.6% year-over-year. Pennsylvania’s sportsbook handle approached $1 billion ($990.6 million) in November, demonstrating ongoing public enthusiasm for digital wagering platforms.

FanDuel, DraftKings, and BetMGM continued to dominate the market, collectively accounting for most of the state’s betting activity. The strong performance was fueled by seasonal sports calendars, including NFL matchups and college football rivalries.

Despite the digital dominance, retail gaming venues contributed a solid base to total revenues. While land-based slot machines and table games saw slight declines compared with 2024, their overall contribution remains significant, serving as an anchor for Pennsylvania’s mixed gambling ecosystem.

Smaller segments, such as video gaming terminals (VGTs) and fantasy contests, also achieved incremental gains, adding to the comprehensive record total. The dual success of iGaming and sports wagering demonstrates how Pennsylvania has evolved into a multi-channel gambling hub, balancing both physical and online experiences.

Tax proceeds from iGaming are particularly notable because of the segment’s higher effective tax rate on online slots. Sports betting and retail gaming also contributed sizable sums, combining to reinforce the fiscal health of the state coffers.

Experts anticipate that if the current growth pattern persists, Pennsylvania’s total gambling tax intake for 2025 could exceed $3 billion, setting a new record for annual state collections. With the final month of 2025 underway, both regulators and operators are optimistic that December will close the year on another high note.
